The citizens have a direct opportunity in the process of decision making for matters with local importance, through citizens’ initiatives, citizens’ gatherings, and referendums. The expenses for the participation of the citizens in the decision making process is a municipal responsibility.

Citizens’ initiative 

Citizens have the right to suggest the assembly, to bring a special act or to solve a special issue from their competences. The municipal assembly is obligated to discuss about the proposal if that is supported at least by 10% of the selected staff. The Assembly is obligated to debate about the proposed issue within 90 days, after the initiative was delivered, and to inform the citizens about the conclusion.

Citizens’ gathering

The citizens’ gathering can be called for the whole municipal territory or for the territory of local self-government. The citizens’ gathering is called by the mayor with his own initiative, with the request of the Assembly or with at least 10% of the selected municipal staff, respectively of local self-government to whom the issue is dedicated. The Municipality is obligated within 90 days to review the conclusions brought in the citizens’ gathering and to take them into consideration during the process of decision making and taking measures regarding the issues that are dedicated to them, and subsequently inform citizens about their decisions too.

Inquiries and proposals

Each citizen has a right, alone or together with others to present proposals about the work of municipal authorities and municipal administration. Citizens can submit their inquiries and proposals in the municipality of Tetovo or through the web page: itetova.gov.mk

Open tribunes, questionnaires and proposals

While drawing the municipal dispositions, the assembly, hence the mayor, may organize public tribunes, questionnaires or to ask the citizens for any proposal.
